Principal Administrative Analyst

(San Francisco, California)As part of its utility system, the San Francisco Public Utilities Commission (SFPUC) owns approximately 100 square miles of property and operates and maintains approximately 1600 miles of water pipelines and tunnels, 160 miles of electrical transmission lines, 900 miles of sewer lines and other related appurtenances running through real property located in San Francisco, San Mateo, Santa Clara, Alameda, Tuolumne, Stanislaus and San Joaquin counties.
Position Description:
Under general direction, the 1824 Principal Administrative Analyst will work with the SFPUC’s Real Estate Services Division on commercial real estate projects, provide Excel spreadsheet modeling, and performs other job related duties as required.
Essential functions of this position include:
- Structuring and directing negotiations for complex commercial real estate transactions, including commercial leases, licenses, easements, purchase and sales and related transactions.
- Assisting the Real Estate Director in implementing complex real property entitlement transactions.
- Directing and administering complex commercial real estate agreements; including enforcing agreement terms and conditions; and ensuring timely and accurate commercial real estate reporting.
- Performing difficult and complex market, highest and best use (development potential, title, valuation and other forms of commercial real estate analyses).
- Researching and compiling complex commercial real estate data from internal and external databases; making recommendations with justifications, and accurately documenting findings.
- Responding to internal and external information requests, including those of a highly sensitive nature, by analyzing information in commercial real estate documents and internal databases.
- Enforcing departmental policies, procedures, and requirements by preparing sensitive correspondence for internal and external audiences and by providing recommendations to internal staff and guidance to Real Estate Services staff.
- Overseeing and evaluating consultant appraisals of commercial real property.
- Drafting SFPUC Commission and Board of Supervisor staff reports and resolutions and representing the SFPUC at the Commission meetings.
- Establishing and maintaining effective working relationships with staff, senior management, representatives of other departments/agencies, officials, lessees and licensees, using excellent oral and written communication skills.
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; Or
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; Or
- Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; Or
- Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
Substitution:
Applicants may substitute up to 2 years of the required education with additional qualifying experience in financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
- Qualifying professional-level analytical experience must include four (4) or more years of verifiable experience in one or more of the following functional areas: real estate law, public policy, development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
- Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, real estate law, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

- Excellent experience analyzing data and summarizing results into management reports and schedules.
- Commercial real estate transactional experience.
- Commercial real estate finance experience.
- Working knowledge of general business principles and procedures related to government management, and operations.
- Experience and working knowledge with automated, integrated project management database systems, and/or commercial real estate management database systems.
- Experience with commercial real estate rental and sales rates.
