Senior Policy Analyst
Office of the Chief Financial Officer, DC Government
(Washington, District of Columbia)The Human Resources Division provides a wide array of HR services and possesses responsibility for maintaining optimal staffing levels within the OCFO.
This position is located in the Office of the Chief Financial Officer, Office of Economic Development Finance (EDF) and will contribute to the analysis and evaluation of economic development of the District of Columbia, potential economic development deals with private developers, changes in development policy options, and/or long-term financial expectations.
The incumbent will lead and manage the CFO's efforts as they relate to the District's Office of Public-Private Partnerships (P3).
- Contribute to the evaluation of P3 agreements for risks and benefits to the District and make recommendations to minimize costs.
- Lead complex policy and analysis teams as requested in the research of appropriate subject matter.
- Provide comprehensive balanced information and analysis to all sides of policy issues and develops reports, presentations and other relevant material suited to the political-economic environment.
- Make presentations to high-level audiences as requested.
- Train other analysts on P3 principles and practices and researches other P3 transactions and agreements for best practices.
- Make recommendations to improve District P3 transactions.
- Create financial spreadsheets and analyze financial statements and project pro formas in the context of policy initiatives.
- Act as a liaison to District agencies engaged in economic development, ensuring the successful completion of bond issuances.
- Actively maintain collaboration with the economists, program managers, public analysts and other officials throughout the District government in order to complete assigned duties.
- Perform other related duties as assigned.
Minimum Qualifications
- One (1) year of specialized experience performing the related duties and responsibilities is required.
- Master's degree in economics, banking, business administration, public policy or related field highly desired.
Specialized Experience
- Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
- To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
Additional Information
Collective Bargaining Unit:
Employment with the OCFO is at will. However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

$97,655.00 - $147,687.00 yr
