Project Manager I

Plans, directs and manages Engineering Department capital programs or major design, maintenance and construction projects that support the Amtrak business plan. Develops, implements, and coordinates project policy to ensure that projects and associated work are conducted efficiently and economically. Responsible for project construction and coordination of force account labor with outside contractors and internal departments. Responsible for all aspects of project management including scope, schedule and budget at the Division level.

Must be able to perform and be involved with design review.

Develop means and methods for the work required.

Must establish force account estimates for the various disciplines.

Develop schedules and acquire the appropriate track outages. Provide force account for protection as well as support work.

Handle change orders if and when they become necessary.

Assure that quality work is being performed and the Amtrak standards are being met. Assist with the correctness of the developed bills of material.

Monitor and manage the budget.

Ensure that all punch lists are properly handled.

Initiate all necessary close-out forms.
Work Experience:
-
Demonstrated experience communicating orally and in writing within and outside of the organization.

Demonstrated skill using PC-based work processing, spreadsheet and presentation software (Microsoft Office) sufficient to prepare effective business analysis and presentations.

Some experience with the finance system, invoice processing, non-cash cost invoicing (work trains, Amtrak owned equipment, etc.) draft invoice process with customers etc.

Some experience in using Amtrak business systems such as Work Element Explorer (both versions), Financial systems, AAMPS, SAP in capturing data related to the operations, plans and budgets of an organization.

Demonstrated experience in Project Management, Planning/Scheduling, Administration and Contracts management

Demonstrated experience in managing complex programs in an operating environment.

Knowledge of FRA regulations, NORAC, AMT2, RWP, MW 1000, AMT 23 / 27.
Preferred Education:
- Masters degree or professional certification in engineering, project management or related field.
